Local authorities, ministries and public bodies

On 8 April 2026, DINUM asked every French ministry for a plan to reduce its non-European dependencies, due in the autumn. Hebeko helps public bodies write it and carry it out.

Ministries and agencies

  • Inventory of dependencies per area, costing and prioritisation.
  • Linux desktop pilots (Debian, Ubuntu, NixOS) with your business applications.
  • Adoption of La Suite numérique: Visio is to replace Teams and Zoom across State administrations by 2027.
  • Free virtualisation with KVM and QEMU.
  • Identity and single sign-on with Keycloak, connected to ProConnect.

The plan covers seven areas: desktops, collaboration tools, antivirus, artificial intelligence, databases, virtualisation and network equipment.

Local authorities

Municipalities are already moving to Linux without an in-house IT department, such as La Croix-en-Touraine. Since spring 2026, municipalities under 3,500 inhabitants and inter-municipal bodies under 15,000 have access to the ANCT's Suite territoriale, with professional email and ProConnect login for staff and elected officials. For larger authorities, we deploy Nextcloud, email hosted in Europe and Linux desktops, then provide support or MCO.

In both cases, we train staff and elected officials before the switch.

Training staff

  • Zorin OS, for staff and elected officials leaving Windows, on Zorin OS and LibreOffice.
  • Nextcloud, for users and the referents who manage accounts and shares.
  • Grist, the La Suite numérique tool that replaces shared spreadsheets.
  • Linux administrators, for the IT team that deploys and maintains desktops.

Each session is run for your organisation only, on your premises or remotely, and each participant receives a certificate of completion. Detailed programmes can be downloaded as PDF from each course page.

Public procurement

We answer public tenders, including simplified procedures (MAPA), on PLACE for central government and on local authority platforms. Below the threshold for exemption from procedure, a quote is enough. Invoices are filed on Chorus Pro.

The software we deploy has no per-seat licence. LibreOffice, Nextcloud, Firefox and Thunderbird are listed in the French interministerial free software catalogue (SILL).

Frequently asked questions

Can you help us write our dependency reduction plan?

Yes. The audit lists your dependencies across the seven areas of the plan, costs free software alternatives and proposes a migration order. The report is yours.

Do you work with small municipalities?

Yes, for moving desktops to Linux, staff training and support. For email and document sharing, the ANCT's Suite territoriale is often the right starting point.

Do you train staff?

Yes. The Linux, Nextcloud and Grist courses are run for your authority or administration only, on your premises or remotely, with a certificate of completion for each participant.

Can you deploy Sécurix?

Sécurix and Bureautix, developed by DINUM, are still in alpha. We contribute to them and can run a pilot with you. In production we deploy Debian, Ubuntu or NixOS.

Why Hebeko

  • Your servers, in your name
